Overview
Halden Rook is the old officer who kept Kestrel’s garrison and refugees alive after their former authorities abandoned them.
Full account
Rook served at Kestrel before the Vardos government collapsed. When Sera arrives with the command key, he tests her claim against the station he actually knows: failing heat, fragile pressure seals, crowded refuges and medical rooms built in former offices. His authority has survived through responsibility rather than institutional support.
He initially challenges Sera, then works beside her in the defence of Kestrel. His former service and the Coalition’s current claim are not the same allegiance. Removing his faded former-officer insignia is a specific story action, not permission to redesign his uniform between scenes.

Kestrel’s civilians and soldiers: the people whose survival defines his command.
Dax: fellow defender; neither replaces the other’s command role.
